About Application

An application for a Development Consent Order (DCO) is being prepared. Once ready, it will be submitted to the Planning Inspectorate. This page will contain all the relevant documents, and will be kept up to date as new documents are produced.

The Planning Inspectorate will examine the application before making a recommendation to the Secretary of State for Transport who will make the final decision. A wide range of technical and other information is being prepared and will be submitted as part of the application for a DCO. The proposal requires an Environmental Impact Assessment (EIA) so an Environmental Statement (ES) is being prepared as part of the submission.

Stage 2 of the public consultation process is being held from 9th October to 24th November 2017 – as part of this process a draft ES has been prepared and is available to aid understanding of the Proposed Development and its likely effects and impacts. Draft ES chapters and many of the draft appendices are available via the links below.

While some assessment and technical work remains ongoing, these draft chapters have progressed significantly since the preliminary information provided in December 2016 (in the form of an Environmental Report) and include further details about the Proposed Development, the proposed mitigation measures, and the likely residual effects.

The consultation process, the ongoing dialogue with a range of consultees, as well as the final ES chapters, will help to inform the final application.
